    In the Electoral College there are 2 final votes: Democrats and Republicans.  Democrats elect their people, and Republicans elect theirs.

    In the RNC delegates, there is 1 final vote: all Republicans come together and vote as one.  The Paul people don't hold a separate vote from the Romney people and the Santorum people, etc.

    NPV is completely different from this rule.

    This rule adds logic to the system and benefits taxpayers.  Why should taxpayers foot the bill for a primary in states where the primary has 0 effect on the delegates chosen?
