      If you say my statement that "Sometimes commercial tax increases are necessary," that means you believe 1 of 2 things.

      1. "Commercial tax increases are never necessary"
      2. "Commercial tax increases are always necessary"

      We'll assume you believe #1.

      At one point, when there were no commercial taxes, the tax rate was 0%.

      To institute a commercial tax, you would have to increase commercial taxes.

      A person applying rule #1 would thus logically disagree and keep taxes at 0%.

      Thus, if you think we should have commercial taxes, you cannot disagree with the statement that "Sometimes commercial tax increases are necessary."
