Theoretically, when the operating agreement expires, because of the ballot language, Macomb/Wayne/Oakland Counties (or just Oakland if either Macomb or Wayne vote "no"), all of that tax revenue will go directly to the DIA. If whomever is running the City of Detroit wants a little mad money, they can tell the DIA Board where to go and be snatch up the revenue stream conveniently created by the likes of L. Brooks Patterson & Co.

If the millage passes, the way it is set up is that the money collected goes from the taxpayers, to the respective county art authority, to the DIA.
