         It could technically be argued that the the rules were never changed prior to the actual election, or after. Like the homosexuals hijacking the dictionary for political advantage, all you have to do is change the definition of one word. Sooner or later, when eventually someone responsible is pinned down, you're likely to hear this excuse:
     "The word "proportional" really means "winner take all". We knew that all along, why didn't the rest of the world?"
