      . . . you're right.  This particular paragraph technically provides the Credentials Committee with the authority to do as it damn well pleases.  However, by that logic, the Board of Canvassers in your county also has the legal authority to decide elections any way it damn well pleases.

      Morally, though, no such luck.

      Such language provide the Credentials Committee with the authority to report the official results, resolve disputes, mediate appeals, and even reissue delegate credentials in the event that the RNC ultimately decides to not penalize our delegation.

      Yes, this is precisely the paragraph that Saul Anuzis and the others used to justify their ignoring the by-the-rules outcome of Tuesday's election.  (Not unlike the NPV would take advantage of a necessary constitutional loophole to ignore the state-by-state outcomes in favor of the nationwide popular vote total.)  But if this paragraph provides the committee the authority to do as it damn well pleases, then what's the purpose of having the rules (or the meeting in which the rules were agreed upon) in the first place?
