      you brought that up.  I'm not sure if it addresses the 2007 usurpation but I have a question.  Does the national guard answer to the governor or president?  I thought I had heard that the pile of human debris, that I hope is rotting in hell, known as FDR took control of the national guards during WWII and never gave control back to the states.

      Now you are mentioning that 2007 act which says the president can usurp control.  

      So, I'm a bit confused, right now does the national guard answer to the governor?

      Any help would be greatly appreciated!
