    Not only are you redistributing wealth, but you're keeping the money out of the hands it deserves to go to the most... the people who wrote the book.  Instead of going out and buying a book, people can go and get it for free, at the dime of mostly the wealthier (or those with more valuable property in most municipalities).  So you redistribute wealth from authors and the rich and spread it out evenly.

    I would offer Madison's view

    The clause authorized Congress to spend money, but only to carry out the powers and duties specifically enumerated in the subsequent clauses of Article I, Section 8, and elsewhere in the Constitution, not to meet the seemingly infinite needs of the general welfare.

    In 1936 it went horribly wrong with United States v. Butler.  The Supreme court went off the rails, and stupid youth have been learning that its OK to tax and redistribute ever since.
