      The argument regarding the construction of all bridges stems from a drafting error made by the proposal sponsors.  

      The proposal refers to international bridges or tunnels, but it defines international bridges or tunnels as "any bridge or tunnel which is not open to the public and serving traffic as of
      January 1, 2012."

      The word international does not appear in the definition.  This was clearly not intentional, but the fear is that a plain reading of the constitutional amendment clearly refers to "any bridge".
