    The subject of Detroit surrendering land back to the state or allowing nearby communities to annex portions of the city is something that would be very dangerous for Mayor Bing to put in writing.

    Still, Detroit continues to lose population because the city is caught in a vicious cycle of decay, loss of tax base, more decay, more loss of tax base.

    The need to retrench and consolidate is obvious.  It is also a political nuclear bomb with black activists likely to call it a racist attack on the city.  Why use reason when emotion and rhetoric has been soooooooo successful for 5 decades?
