. . . you may wish to re-read Mr. Cain's Vision For Economic Growth in more detail, particularly Phase 2 (which transitions from the 9-9-9 plan to the Fair Tax. You may also wish to review Herman Cain's political positions, specifically with regard to taxation. (And I recommend reading the cited articles, especially this one.)

Apparently, Michele Bachmann also supports the FairTax as a concept, but just cannot seem to get it through her head that implementation of the National FairTax would be contingent upon repeal of the 16th Amendment.
