"It all starts at home but we keep on pandering to those parents who don't give a sh!t.  There is an abundance of uneducated children who come from uneducated homes in bad schools and your answer is to shift them to a school district where you think they will thrive."

Those parents that don't give a sh!t won't be the ones pushing kids to other districts.  Why punish those who do?

The argument that rowdiness will follow the kids who make the jump to other pastures.  Its easy to fear it, but to outright keep the option off the table leaves nothing to chance, right?
