But unlike many of his Republican colleagues, Upton also acknowledges that federal spending can have a positive impact on employment, specifically pointing to the bailout of the auto industry.

"Had they gone bankrupt, we could be seeing 30 percent unemployment in Michigan," Upton said about General Motors and Chrysler. "But they survived to live another day. ... Right now in U.S. manufacturing, the only good news is the auto industry."

UAW bailouts that avoided bankruptcy law.  Dubya was an ass and many states merely survived in spite of themselves.  Mostly all of 'em caught up to Michigan in the end.
