      Actually, a number of contracts have been settled where steps have been frozen.  Charlevoix is one.  I believe Traverse City has them frozen for a year or two.  West Bloomfield took a 10% wage reduction.  HB4152 makes step increases not automatic if a contract has expired.  Districts can just not negotiate and steps are then frozen which is what districts are starting to do now.  Look it up!!!!  Also, most districts are now getting contracts where staff is paying between 10 and 20 percent of their insurance costs.  Boyne City just went to MESSA for the 1st time because it was cheaper.  Please make sure you know what you are talking about before bloviating.
