It had to follow, that nothing short of hard cuts would still require Michigan's treasury to raise more revenue in-state.  We knew those cuts were not going to happen right off.

Personally, I would prefer the cuts, the reigning in of work rules that promote inefficiency in government, but those fights are in Lansing, not TC, and the governor has to make that call.  He may still.
