    What happens is that firefighters want to move up in the national firefighters "club", the National Fire Protection Association (NFPA).  In order to do that, they get their local municipality to pass some new legislation that supposedly promotes fire safety.  

    As I recall the story, that is why you can't have a little BBQ grill on your porch in any apartment complex in Farmington, Michigan.  It would be my guess that this is the reason why we can't latch the fuel nozzle in Metro Detroit (most of us simply used another object).  

    After the standard is adopted, local governments are told that if they don't comply with NFPA then they are likely to be sued, but if they comply then they have some "cover" in court. So here we have a standards system, set up by people who aren't even elected, which is then used by other fire chiefs to justify the same law passed elsewhere.  

    And of course, none of this has the benefit of any cost analysis, or for that matter, a look back at any reductions in fires.  

    This is how bureaucrats operate.  Not only do the work within a government structure to spread their reach and expand their budget, but they also collaborate with others in their position to plot ways to accomplish this.

    At any rate, either this fire chief is trying for a NFPA office, or saw this idea at a NFPA function and decided to try it back home.
