and re: other reforms, be patient my friend...we are doing what hasn't been done in recent memory and getting the Oct 1 budget done by May 31, so schools with July 1 fiscal year start, can plan better for their budgets.  We've only been at this four months.  This time two years ago, i think committees were just starting to meet.
