      The survey uses misleading methodology.  Snyder is rated on a excellent/good/fair/poor scale.  However, those who answer excellent or good are counted as approving, while those who say fair or poor are counted as disapproving.  However, a decent number of the 42% who say 'fair' would probably approve if pressed.  Snyder's approval may not be great, but it is nowhere near 20%.
