My point is that in order to work on a military application at a university, you have to get the same clearance and follow the same basic procedures that you need for a contractor or whatever. Obviously there will be leaks, but to suggest that this is the fault of universities because they don't have protocols in place to protect sensitive technologies that everyone else does, as Kauffman did, is incorrect.
