      Bush. Bush was asking for funding for two wars, to put in simply. Congress tacked pork and specials unto everything and then blamed the bottom line on Bush...for things like airports for one and the like.

      Now, Bush and immigration...I do not get him there. I guess he just didn't have enough to tackle that 'war' too :/ Too bad he couldn't communicate it better if nothing else. Which was another big problem..his ineptness in communication.
