I've also observed that the best way to get a feel for who would benefit the most from a particular bill is to see who is supporting it.

Yes, they have their knickers in a bunch because of what they perceive as the slow pace of progress on this package of bills. With union membership falling faster than a brick, those new dues, er I mean, members are desperately needed.
