I feel it is not an enforceable tax.. so only the honest folks would be paying it.  Hard goods are easier to track through inventory measures etc., thus harder to avoid paying on.

Bouchard made a mistake with conservatives however by saying such a thing IMO.  It is too similar to Granholm's call for one NOW, and merely allows a shift that will likely FAIL to generate the revenues expected.
