      The contract rate for Traverse City L&P expires this year, and rates are expected to rise dramatically.  Thus the reasoning for the bio mass plant project 3-400 yards from my home.

      Though it looks unlikely now for space reasons, it was touted as a halfway solution to keeping electric rates reasonable for local electric customers.

      That they print those numbers without credit, it seems a little fishy.
