    It's fair to say our state's economic development policies don't work. What's the point of having an uncompetitive business climate, and then providing tax incentives for certain companies in certain industries to offset the high costs of business created by our uncompetitive tax and regulatory structure?

    A report issued today explains a lot of our problems: companies in effect pay a 4-percent penalty for doing business in Michigan:

    Why don't our leaders in Lansing do something about this? The status quo -- following the same failing economic development policies -- simply is not working.
