      the DEQ showed itself to be extremely capable and professional and in fact, I have written about one of the hearings where one of the locals addressed the issue you bring up.  He said that every one of us has come up against the DEQ when we are diggin a ditch, a pond, or opening a business.  All of us hate the DEQ because of it. But, since they are able to assure us that a coal plant is safe for us to live amongst, we understand the minor irritations they seem to "inflict" on us.

      How else would we know?  The Sierra Club and all the environmentalists are biased.
