The able bodied, the entrepreneurs, the desperate to work, the business owners, the newly graduated, and the freedom loving, may all have moved to Texas or Alabama or Wyoming or Colorado or only God knows where, where their lives and their livelihoods are not taken for granted both by those needing care and those desperate to provide it at the expense of others.
