To decrease entropy (and thereby increase order, a desirable thing) one must expend energy---but that increases entropy elsewhere.  No matter how bright the scientist thinks he is, he cannot escape that fact.

Government may provide a desirable thing in one location, but in so doing expends energy and makes something else (or many somethings else) less desirable.
