      ... say that these guys were actually released because their "treatment" needs were misdiagnosed.  Evaluators for a large group of "sexoffenders" had a choice of recommending them for further "counseling treatment," or more jail time, and "incorrectly" graded them as none of the above.  Possibly the counselors had 62 people who they rightly thought shouldn't be in the system at all.  But we can't let that get in the way of a good witch hunt, eh?
