Both the House & Senate will be "negotiate" until the last minute, they will come to an impasse due to the fact that that cannot find the backbone to make any actual substantial cuts, Mike Bishop will turn yellow (again) and allow a tax vote in the Senate, Michigan Democrats will get their tax hike passed (I agree with services getting hiked), spending problem gets pushed off for one more year.
