I like the idea of vouchers for every school-aged child.  Let the parents spend them on the school (or home-school) of their choice.  This would also reduce fraud on the part of districts, since they couldn't inflate their student numbers, or "forget" to take a home-schooled student off of their list when he or she leaves.  I suspect that the latter actually happened to me.  I was home-schooled from the 8th grade on, and yet a friend at the school told me when he graduated that my name was mentioned for something-or-other at the graduation.  Whoops.  I should really check into it sometime, if I can figure out how.
