      Only issue I have with that line of thinking is that currently I have a vote, even though my children are too young to attend a school.  Without kids in school, you might at first glance think that I have no valid reason to vote in school elections, but they include financial decisions too, like millage requests, which affect my property taxes.  I wonder how that would be handled in a "borderless" system?  No funding coming from local property taxes?  I could deal with that.  In fact, I really can't see any other way around that issue.  

      Otherwise, I totally understand where you're coming from, and how the proposed change mimics vouchers.
