      Jason, this precise thought is already being had. I doubt the Dems will go for it, but we'll see.

      Tom, I concur that this version of NRAV would do that.  I'm not sure what you're talking about regarding deputization by clerks - that sounds like something we should address legislatively separately (yeah, I know - good luck with that).  Clerks shouldn't be interfering in the process whatsoever, and my experience is that for the most part they are pretty meticulous in not doing so and I think there are some laws to this regard.  I will say this though - fraud is most dangerous at the local election level since it only takes a small amount to shift a local election, and since local political machines can exert the most pressures against individuals through a variety of mechanisms.  On the other hand, making some pay for sins of others and eliminating a choice of voting method to certain voters is a legitimate competing value, and I'm certain, Tom, you respect the votes of folks like Amash and Opsommer on this issue as being based on those values.
