Some of those council members do not even have a college degree. Most are not married but hypocritically talk about improving the quality of life.

Some of the stupidest things I've ever seen have come from people with PhD degrees.  And the author suggests that Roman Catholic priests cannot comment on improving the quality of life (or any other single people, for that matter)?

The author cites reasons why reasonable voters should throw out their City Council.  Then again, the City of Detroit voters should get rid of their Congressional reps too, and replaced Coleman Young about 20 years before he went.
