      According to this PDF document the recall of any Federal official is not allowed under the Constitution and the states do not have the right under the 10th Amendment to reserve the right to modify the terms of office of any Federal Officer. This would have to be changed in the US Constitution along with the establishment of term limits. Although there has never been a case of a recall against a Federal Official such as a US Senator the SCOTUS has rendered decisions in similar cases that would lend one to believe the high court would be sympathetic to and would find in favor of an Officer being retained in the office for the entire allotted term.
