First, it creates a dependence on the state for assistance, and second, it provides a cozy step on which "villages" can abdicate their human responsibilities.  I believe that Hillary got the wording mostly right on her "it takes a village" concept, she just has no clue what a village is.

That the government delivers the same services that charities can provide for only a small fraction of the same cost is simply a bonus.
