This guy was a convicted thief, not a murderer. Unless your prepared to abolish parole and time off for good behavior for every prisoner  and pay the cost to keep prisoners incarcarated for their entire sentence, this is nothing more than a cheap political hit on your part, using these women's deaths to attack the Governor when you don't have a solution that would have prevented this from happening.
