    It's the big caveat.

    Fair tax would require the repeal of the entire income tax code... noble, but difficult.  If this did not happen, we could end up with a VAT and an income tax when Obama II is elected sometime in the future.

    And, it wouldn't even take a Barry Oweblamebush II to exploit the hell out of that gift.  Big spending Congressional Republicans that lost control to Pelosi and Reid in '06 would be equally tickled pink with VAT money to pilfer.

    . . . I'll have to fill in the education gap on this:

    The National FairTax Initiative absolutely requires the repeal of the 16th Amendment as a prerequisite for its implementation.  The Michigan FairTax Proposal does away with the state's income tax (as well as all business taxation as part of the proposed state constitutional amendment.
