         I found this:

    They claimed 97% use in 2009. On nominal page 9 (28/105 in the counter), it says " ... and partly to differences in observed use and actual use. In compliance with federal guidelines, Michigan observes daytime front-seat occupants in an area covering at least 85% of the state's population."
       What that means is not clear to me; I didn't find any criteria or definitions. Even on a rainy day I couldn't plow through the whole thing.

    To answer your question, compliance is determined through statistical sampling like these two here.

    I also know that one every blue moon, during an odd-numbered year, when Libra is in the house of Gemini and it's nice outside the State actually will open up the weigh stations and have the MSP perform similar inspections.

    It's generally a pain you-know-where, especially when truck traffic is backed up a mile or so on the side of the freeway.

    Myself personally, I'd like to see this go the way of the dinosaur, but I know that a.) the cops just LOVE the easy O.T. they get from this, and b.) Lansing loves the $$$ it gets.

    Just waiting for the day when our benevolent gov't will announce similar programs for car thieves, murderers and rapists.
