    not the same at all.

    zero-based budgeting is more done just annually, as the budget is being prepared.  start at $0 for each dept and require all to justify what they want to spend, by project/expenditure.

    value-based budgeting...the way i understand snyder intends - is an ongoing thing.  its focus is on continual measuring of the value of each tax dollar spent and whether desired gov't objectives are being met (objectively measured)...and includes transparency so its known that its not some PR stunt to make it look like all is well.
    take road dollars - perhaps the objective is high user-survey scores (done by real third party) or i don't know, high quality/low cost per mile expenditures...the way those will be measured will be made known, drilling down via coming up with what measurable factors will contribute to higher satisfaction by users or driving down cost/mile....measuring them and continually measuring them.
    And with VBB - when annual budget time comes around, the allocation of dollars has to do with where to spend money to drive measurements to get the results we want from gov't spending (and leave off things we shouldn't spend money on).
