I made the point that once upon a time I would have agreed with Rogers.  The reality is that there is ALWAYS the possibility and probability that we are being spied upon anyhow.  However, by making it more of an illicit act and NOT authorizing by funding, it is less likely to be abused in a way that the President can gloss over with platitudes and straight out deflection.  I failed to realize THEN how easily a tyrant like this president could use, yet pretend such things are out of his control.
