      for providing that.

      The the other difference is the Michigan constitution does not limit based on children in school.  Its primary concern is that of 'standing', or a stake in the outcome of the vote that insists on a level of voluntary participation.

      Non property owners have no business determining the taxation levels of the property, though the constitution DOES allow for that in shorter term operating millages.
