    would be voluntary.

    And YES it still requires a bureaucracy.  Not sure if there is ANY way to do away with that.   It also would require enforcement on merchants who might be tempted to under report or be seen as doing such a thing.

    THAT becomes its own headache, however we file income AND sales tax each month.  Doing away with one of those would be nice.
