This is especially true for the brightest--the ones that attend American colleges and universities for math and science and are often told to go back home.  This is silly from an economic development and entrepreneurial point of view.  If you want to create new jobs, we need people who have the risk tolerance (they came to a foreign nation... chances are they are willing to take a risk) and they have the skills in math and science.  When you combine these two elements you are likely to get an entrepreneurial spirit that will lead to the next Google.  The idea of using Detroit as a test area is brilliant.  The brightest would flock to the area and through the brains and risk taking of fast-tracked legal immigrants we would see a privatized turn-around of the City.
