As long as city government can effectively B.S. everyone living in Detroit that they have some inkling of what it takes to actually run a city government on an actual budget, bankruptcy will NEVER even be considered as an option.

This is one huge balancing act for the guv, because he not only needs to keep the monied interests happy (i.e. Penske, Gilbert, Karmanos and tax-cheat Ilitch), but keep the malcontents from causing even more problems while attempting to get things get fixed.

I just don't see how that can actually happen.

From my read on the situation, bankruptcy is inevitable.
