I get the sharing resources thing, but at what cost?  Regional government and authorities that remain unaccountable to the people?  Heck no!  the minute your townships start talking with the government next door about consolidating services, you had best be paying attention or face the inevitability of an unreachable, unelected board making your lives miserable.
