It would be one thing if they had said something like "Rebuilding infrastructure .. new technologies to lower costs down the road ..  "  etc.. but nope.  They went to the 'we are charitable' route.

What is messed up, is these utilities actually endorsed the 10% mandate by 2015, KNOWING they could not do it.  Yet because they would be on the receiving end of a renewed monopoly, AND would have any increased costs approved by regulatory, they played it.
