      What Hagel did was the legally correct thing.  As a strict law-and-order conservative, I believe that the laws should be enforced as they are written, interpreting them using the plain language of the text.  Statutes should not be interpreted to mean what we want them to mean.  Congress did not appropriate money for death benefits.  That was a problem with the law; however, the remedy for such a problem is not to ignore the law, but to have Congress rewrite the law.

      Had Hagel paid the death benefits, without being properly authorized to do so, that would have been an illegal act arguably worthy of impeachment.  The DoD should never engage in applying statutes in a manner that it wants rather than how the statutes are written.  To do so sets a dangerous precedent.
