      The stated goal of many of these sorts of initiatives was to help board up underutilized (and unfavored) hospitals thereby strengthening and concentrating care at facilities deemed worthy of survival by bureaucrats.  

      Of course, a free market driven by efficiency and customer need could never make such a determination.  Government regulation was then, as it is now, our only hope!
