      I can't see a county elective distinction. Quote: "Saul Anuzis made a motion to amend Rule 8 to strike any language that requires a Precinct Delegate to be present in order to have preference."

      Puzzling through the printed party rules for 2012 (adopted Aug.13,2011), I can't see how Rule 8 has anything to do with it, but #9 paragraph 2 does. It's not very clear what's going on.
