But it's not just the Dems.  Michigan (the Republicans in charge) also need to change the law so that ballast water isn't allowed to be dumped in the lakes.  The Chicago channel isn't the only way the carp are going to get in, and I don't see a judge ordering Chicago to close the gate unless that's the only way the carp can get in.  As long as Michigan Republicans simply blame Democrats, the problem won't get solved, and the judges aren't going to side with Michigan.
