On reading "... substantial departure from these guidelines carries significant risk that the state's allocation method will be ruled non-compliant ...", one has to ask, who will do the ruling? Will it be Republican National Committeemen like Mr. Saul Anuzis, Esq., and his cohorts? Somehow, I don't feel a great deal of faith in what's so popularly called "the rule of law".
